The TECH Clean California initiative offers several attractive incentives for homeowners and property owners looking to install heat pumps, a key part of the state’s strategy to reduce greenhouse gas emissions and transition to cleaner energy sources.

For single-family homeowners, incentives for installing heat pump HVAC systems start at $1,000 per unit, with up to two systems eligible for rebates per household, bringing potential savings up to $2,000. Additionally, rebates for heat pump water heaters begin at $3,100, and up to $4,000 is available for electrical panel upgrades when necessary. These incentives can significantly reduce the upfront costs of switching from gas appliances to electric heat pumps, which are more energy-efficient and environmentally friendly​.

For income-qualified households, there are even more substantial rebates through the Home Energy Efficiency Rebate Act (HEEHRA). Households with incomes below 80% of the area median income (AMI) may qualify for up to $8,000 in rebates for heat pump installations, while households earning between 80% and 150% of AMI can receive up to $4,000​.

These rebates are stackable with other TECH Clean California incentives, further lowering costs.

Multifamily property owners can also benefit from substantial rebates. For low- to moderate-income multifamily units, rebates can cover up to $8,000 per unit for heat pump HVAC installations, with a maximum of $14,000 per unit for combined eligible projects like water heaters, cooktops, and other electric upgrades​.

These programs are part of California’s broader efforts to achieve carbon neutrality by 2045, and the incentives are designed to make the switch to clean energy technologies more affordable for all residents, particularly those in disadvantaged communities.
